It is possible that there are two process templates with the same ID 'RRSTemplateID'. You can first download/export them, then delete them and finally import one of them back (if the template has not bee customized, Deploy Predefined Templates should do the same job).
Comments Thanks for your help. I see 2 templates in /rm both have the RRSTemplateID in the "ID" column. One is "The default template used with Rational Requirements Composer." and the other is "The default template that is used with the Requirements Management application."

The first one refers to Rational Requirements Composer which is the old name for RDNG and I believe it's carried over during the upgrade and you can delete this one.
