How do we get an ICN(IBM Customer Number) to rasie a PMR?

I need to rasie a PMR for some RTC issue, but the https://www-947.ibm.com/support/servicerequest
ask for an ICN number and I do not know it for my project.What is the process to get this ICN number?

You look to be IBMr.  You ought to login to the support portal with IBM Intranet address.   I don't recall needing a customer number to open PMR against Rational products ( at least up to 5.0.2 ).  I did get nicked about a PMR against 6.0 but support offered an apparent internal customer number.

Otherwise, a hardware or software purchase would have used a customer number.  You might have to ferret out the purchaser somehow.
