Export/import a plan

Management wants to move a team area to a stand-alone project.  I know plans and builds can't be moved but work item can be moved.

Can plans be exported then imported into the new project? 

You can import a MS project plan. I noticed that you can export a plan to a XML file but then what?

I don't see an import plan from XML so what would be the process in this regards? 

If the import is possible, then does the import create new work items, move or link to the original work items...?

no, unfortunately Plans also cannot be replicated in any supported way.  

I wrote a utility a couple years ago now that could replicate plans across systems (as well as projects),
but I couldn't get customizations to copy..

the utility could copy project from system A to system B.. including source code
the workitems were copied by export/import, and then a utility was run to fixup all the links, comments, userid references,  attachments, approvals, etc... all things not handled by export/import.
