How Can I Store Bold/Italics in an HTML Field via OSLC API?

I am creating work items via the OSLC API. I have several HTML fields that I populate. I would like some of the content within those HTML fields to be in Bold. What should the XML look like to make this work? I've tried sending <b></b> tags with the angle brackets encoded as < and >, but that didn't work. If I don't encode the angle brackets, then the XML fails to parse. Is there a working syntax for this?

This does work as expected. Evidently there was a mistake in my code and I was encoding my text string twice. In the first pass, the <b> was being converted to <b&ampgt;, but then on the subsequent pass that was being converted once more to <b&ampgt;. A single pass does indeed set the font to bold as expected.
