Where can I find a "portable"  installer?

You can download the Plain .zip Files - you just need to unzip it on your machine. It does not use Installation manager.
See for instance the 4.0.7 version at https://jazz.net/downloads/rational-team-concert/releases/4.0.7/RTC-Client-Win-4.0.7.zip
