Unable to complete LDAP configuration when going through the jts/setup wizard.

When configuring LDAP via the jts/setup wizard, when testing the connection it fails with "CRJAZ1559W error: The user ID property "UID" is not valid or there are no users in the LDAP registry"  However using this same userID, connecting with a LDAP browser succeeds but throws an error that the admin limit has been exceeded.  The root cause of the error is that the bind user id, which is causing the error message has bulk operations disabled.  This is done for LDAP servers with a huge user base to avoid performance issues.

When testing the connection during the jts/setup wizard, the query uses an "*" which is a bulk operation.  Since these bulk operations are disabled, the "CRJAZ1559W " warning is thrown.  SInce this error in this scenario is a false positive it can be ignored.
