How does "Duplicate Of" / "Duplicate By" Works in workitems Closed as "Duplicate"?
When a Workitem X is closed with resolution "Duplicate" should we use "Duplicate Of" or "Duplicate by" link?
Where Workitem Y is the duplicate that is still with status "in progress" |

when Y is "in progress" and you wish to close X, I would pick "Duplicate Of" during closure of X..
result: X is closed, marked as "duplicate of" Y Y carries the work forward and carries the links to X with the relation "duplicated by" Aparna Sukumaran selected this answer as the correct answer

you have to decide which came first,and which is/are later..
the later one(s) are duplicates OF the first one and the first one is duplicated BY the others two ends of the same link |
