I have a stream in a project on REPOSITORY 1 (repository name) and I want to change the ownership to a stream in a project on REPOSITORY 2.  How would this be done.  Looks like a don't have an option in the interface.

A stream can be owned by a project area or a team area. I dont think you can change the owner of a stream to a project area or team area belonging to another repository.

While you may not be able to set stream scope to another repository, you may check if create a workspace of that stream in another repository would help your use case or not:
