What is the right place to issue change requests? in RTC or RDNG?

 We're working in Agile ALM process template and we  get Change Requests of the following types: request to change Requirement/ Plan/ Timeline/ KPI etc... Where is it more appropriate to issue such change-requests? RTC or RDNG (we have CLM 5.2 and it hasn't any Change Request Work Item/Artifact by default)

I recommend creating a work item type of "change request" and use it for any of those kinds of changes.  Where multiple people need to do work or make changes in multiple tools, you can use multiple change requests (one parent and multiple children).
