This query cannot be used in a process template

I have created a query with only one condition:
Owned by is Unassigned.

I have run that query and the execution is fine.

Why do we have an error when we add that query in the Predefined Queries?

The details section shows the following message:
This query cannot be used in a process template
'Owned by' references a value that is not part of the process specification

Why do we have an error when we add that query in the Predefined
Queries?

Usually, references to items are non-portable between repositories. The
'Unassigned' user is special, however, as it always has the same UUID. So
in this case, the warning is wrong and you can use the query in a process
template without any problems.
