For Example:

We have defined a Planned date(custom category)  and want to make this read-only with  current, whenever the Test script state goes to "Approved" state. Any pointers on how this can be achieved ??
 
Similary, what is the ideal way to customize the default and custom RQM fields such as fields available in TestCase, TestPlan , Test Scripts ??

I don't believe there is current functionality to allow Custom Categories to be Read Only
There is an existing RFE requesting this feature
