Is it possible, to lock the needed databases for an JTS/RTC/RQM environment?

We have to move the databases (Oracle) from an old to a new server.
Is it possible to activate a readonly-access to the applications, while the copy of the db files is done?

Not that I am aware unless you use an internal REST API or direct DB operations. 

As a work-around, you can disable all save permissions.
