How to fetch attribute value having attribute id ?

We have an attribute ID.

With the help of attribute ID we want to fetch/retrieve attribute value/content of that attribute.

Is it possible ?

You also want to let us know what you really want to do, in which context and witch mechanism/language you want to use. I.e. Java, JavaScript or OSLC/REST.
