Let me briefly explain my question:
The CIO wants to see which business user is logging into the tool, is there a way to do so?

Thank you
Georges

The Rational License Key Server Admin and Reporting tool may also prove itself useful now or in future.

JAZZ DEVELOPER
Georges,

please navigate to the Admin UI of jts (https:<yourserver>:<port>/jts/admin) and take a look at Licensing --> Issued Leases. This can also directly be opened by https://<yourserver>:<port>/jts/admin#action=com.ibm.team.repository.admin.floatingLicenseReports

Will this do the trick?

In case you need more info, access to floating licenses is logged in the server logs and will have to be read from there.
In case you have authorized licenses since they are perpetually bound to a user the log in / log off is not tracked in server logs for those.

There is a work item pending which if it gets more support will probably turn into the functionality you are looking for: https://jazz.net/jazz/web/projects/Jazz%20Collaborative%20ALM#action=com.ibm.team.workitem.viewWorkItem&id=162942
