Importing users from an external user registry

We are trying to import a service account into RTC. Regular accounts import okay. 
I'm  trying to use a generic LDAP sevice account to support API functionality importing records into RTC. Any advice would be helpful.

We have an single service account we are trying to import into RTC.                                                               
The account is not showing up in the list of users in RTC when I execute the import process.                                           
This account will be used to move tickets from Footprints ticketing system to Jazz via web services. 
Leveraging the Rational Jazz API.

I'm not sure where to start to see why this is not importing.

What are the differences between a "service account" and a "regular account"?

Make sure the service account meets the LDAP query configurations (base DN, filter and etc) in JTS.
