Deleted artifacts

As far as i understand, deleted artifacts cannot be restored in a project. Will the artifact be deleted permanently from the server or will the deleted artifact be kept in the server? (e.g. a folder for deleted artifacts for future references)

Please specify the product and version. RTC/RQM/RDNG may have different behavior in deletion on different version. thanks
