Filed against default seems to change on its own

I have noticed that the value that is filled into Filed against changes depending on what user creates the Task. If I create the Task Filed against is set to BAU. Another user gets a result of "Escalated" when using the exact same steps to produce the Task. And on the same project in the same plan. A third user gets a result of BAU like me.

I'd prefer not to set an explicit default. I just would like to know how that default is created and why it is different per user.

Filed Against are Work Item Categories which in turn map the Project Area or some Team Area.   I'd guess that RTC is making the suggestion of Filed Against based on the membership of the logged in user.
