 We want to set up a CR work flow at one of our customers .For this we need to add multiple uses of a particular role ,but number of users is not fixed.It will vary depending upon a field call "CR_TYPE" .

It is not possible to dynamically create custom attributes in RTC. You can probably use list type attributes for some use cases.
