Is this a bug?

The value of timestamp fields with exporting Work Items are different from it using Eclipse or web client.
For example, when I set "1 July" in Due Date field of some workitem, I can see "1 July 12:00" in Workitem view with eclipse client. But exporting value is "30 June 23:00"
So, the value of "Due Date" with exporting is 13 hours earlier than it with eclipse client. Why is it different?

My environment:
- RTC version : v1.0.1.1
- RTC server have been built in US.
- My time zone and location is Japan.
