Does RDNG have the ability to enforce a custom workflow?
After a requirement/artifact has been approved and baselined, can it be required/forced into change control using a custom workflow?

I think the short answer is "not yet". You should have some configuration management capabilities for your requirements/artifacts in CLM 6.0
