How can I get non LDAP users to login in RTC?

Hi,
We are using LDAP for logging in. But I have to get few non LDAP users to login to RTC.

In websphere, Available Realm Definition is selected as 'Federated Repositories'.

Process I am following:

1. I am creating a user with id as 'test' in websphere and password 'test'.
2. Then in RTC i am creating a user with id as 'test'.

Now when I am trying to login with test, I am not able to. Server restart is done.

Where am I going wrong?
