RQM 5.0: Prevent Test case Creation if 'Attachment' and 'Requirements Links' are not attached with it.

Recently, we have created a plugin for RTC to prevent the 'Task' Creation if no Input file attached with it. Now, if user trying to save the task it is showing error message, that fine.
I am wondering how same can be done in RQM if User trying to create a "Test Case" without attaching 'attachment' or 'Requirements Links'. I have already checked there is no Pre-Condition for this in RQM . Is there any possible way to sort this out ? Thanking you in Advance.

Unfortunately, there is no precondition for required properties when saving a test artifact.  Please open a RQM enhancement.
