How to restrict workstream delivery to a stream

I can use a workitem to deliver my code to any of the streams withing my project area.
How can I restrict the workitem to deliver the code associated with it to a particular stream only?

However this link gives me details on managing the flow target. I want to setup like:
If any changes are delivered using "Task1" workitem. The delivery should happen only to "StreamA", and not to any other stream (if developer chooses the "Task1" workitem for delivery to Steam B, he should not be able to do it.)
