Is there a scenario where I would say "No, don't fix this?" If not, why isn't this just automatic?

If you have applied 5.0.2 iFix002 *and* run the command for fixing up the urls with that fix, you can skip the step on upgrade. Ruby Sterling Ferguson-II selected this answer as the correct answer

The step is only needed if the server you are upgrading has ever been through a server rename.
You can skip it if you know for sure that the server has never been renamed. However, it is safest to execute the step; it will not do anything if the server has not been renamed. Your suggestion then is even though I did apply ifix002 of 502, I should still run this step... "for safety's sake"?
