In what condition "suspend" and "discard" menu are deactivated for change sets?

I was asked how to activate right click menus "suspend" and "discard" for change sets.
(In their RTC 5.0.0 environment, Submit and Reverse are activated, Suspend and Discard are deactivated)
I can't reproduce this situation. Have anyone seen this situation?

I found that I can't "suspend" or "discard" a change set when that change set has relations with other change sets.

You will not be able to discard a change set that incorporated merges.  If there are other change sets that have built additional changes upon the resources changed in this change set, you will not be able to discard it due to gaps.
However In this case, menu are still activated but show errors after clicking these menus in my RTC environment.

This is resolved. This is a case when submitting change set from one stream to another stream.
