How do I associate a changeset with a workitem after I have delivered the changeset

I am using RTC 3.0 and a user checked in and delivered changes without associating with a work item.

I did find out how to prevent this in the future however, I need to fix my present problem.

I suggest that you look the component's history, find the change set there, then associate a work item. 

Assuming that you're using the Eclipse UI: right click on the component in the Pending Changes view and select 'Show > History'. Assuming your stream isn't too busy, the change set should be close to the top.

You find the change set and then you associate a work item with it, as far as I know.
You can for example find it if you compare your current stream with an earlier baseline. You can also search it in the Jazz SCM search.
