How to create multi-level Test Case Categories using the Excel Importer?

When trying to import test cases that have a hierarchical level of custom categories I get an error in the Importer and the Categories are not getting created.

I can create my desired hierarchy manually in the UI and then do a successful import, but if I have one little mistake or typo in the names then it will still fail to import.

I get a 400 bad request in the log of the Excel Importer.

There is a defect in the Excel Importer:

that allows it to import the sub categories before the main one has actually been created.
That in turns throws the error since the category level it is trying to relate to during the import does not yet exist.

There is a workaround in using the importer twice on the same Excel file.
The second time the category hierarchy does get imported without the 400 errors.
