Is it possible to determine if an RM artifact is locked or not using OSLC?

We intend to create a batch utility that will upload a specific file to a specified placeholder artifact.  As a preliminary check, we want that the artifact must not be locked by some user. Can we check if a specified artifact is locked or not using OSLC?

Hi,
    Currently the RM OSLC API does not support the requested functionality.
