RTC Work items link to RQM Test plans

There is an option in RTC to link by WI to test cases, it's add a "Tested by Test Case".

However users want to have a very similar option for test plans. Something like add "Related Test plan"

Is there a way to achieve this?

As I know links are just at test case level , not for Test plans.

Yes, from RTC task workitem, you will be able to add "related test plan"(and related test script, test case, TER etc).
At least in 5.x, I can see the below features:
