Shouldn't the RQM Test Plan>Development Plan Links section link to the Quality Management Tasks RTC container and not the Defect RTC container?

In the RQM Test Plan>Development Plan Links section, when you click to add a link, RQM takes you to the RTC container configured (via Associations) to be the Defect container, and not the RTC configured as the Quality Management Tasks container.  Shouldn't the user be taken to whichever RTC is associated as the Quality Management Tasks container?

Our situation is there are two RTC instances, one for Defects only, and one for all Tasks and other work item types.  A workaround is to configure two Defect associations - one for each RTC - but then the user must choose the correct RTC container to use.

The Test Plan > Development Plan Links section links test plans to development plans used by the development team(s), not quality tasks used by the test team(s).  As such, it uses the Defects provider and not the Quality Management Tasks provider.  See https://jazz.net/help-dev/clm/topic/com.ibm.rational.test.qm.doc/topics/t_link_to_devplan.html for more details.
