I dug around a bit and found com.ibm.team.jfs.app.config.IConfigurationPropertiesService in com.ibm.team.jfs.app.ConfigUtil maybe you can find something from there? Please share if you do.

I don't believe there are any client apis to system admin. This is only available thru the web UI..

probably a security feature too.
