Have you run data collection jobs after creating the work items? Basically this report is for formal process management template based project area. If you have the right data and run etl collection jobs, you will see the parameters populated in the report. Please have a try.

Data collection jobs did not run
The report makes assumptions about the projects that are not met. E.g. having teams in the project area
Dashboards and work items are no longer publicly available, so some links may be invalid. We now provide similar information through other means.
