CRJAZ1579E trying to connect to DB2

I have CLM on Windows and  DB2 9.7.5 on AIX.
I'm running the setup wizard to connect to an existing QM database.
I am getting the following error upon Test Connection:
[jcc][t4][2034][11148][3.61.75] Execution failed due to a distribution protocol error that caused deallocation of the conversation. A DRDA Data Stream Syntax Error was detected. Reason: 0x3. ERRORCODE=-4499, SQLSTATE=58009

Googling finds that this might be caused by the version if JCC driver:
My version is:
c:\Program Files (x86)\IBM\JazzTeamServer_3013_2\server\jre\bin>java -version
IBM DB2 JDBC Universal Driver Architecture 3.63.75

I downloaded JCC 4.11.77, as per the technote. I replaced all occurrences of the db2jcc and db2jcc4 files I found on the disk. I set the DB2_ABSPATH variable and pointed to a path containing the new driver version and restarted the Jazz server.
java -version still shows the old version (not sure where is it taking it from).
CRJAZ1579E still occurrs

but in my case I have no issues pinging the DB server.

Please assist.

Turns out it was a network issue after all.
