Can we have our Help Desk assign new Jazz licenses?

We have defined the Jazz Repository Groups in Active Directory. There is a nightly process to import the newly added user-ids into Jazz. However, an administrator still needs to log into Jazz in order to assign the appropriate license. Is there a way to have our Help desk assign the license, but not allow them access to other Jazz Admin functions? This is for RTC 5.0.1

If Lily's answer is not sufficient. the only way that I can imagine doing this is to create a plain Java application that internally works with an admin account that is hidden to the user and sets the desired license using the API.
