can I setup RTC to import baselines from ClearCase?

We are using ClearCase as CM system and our architecture for our product is a component oríented architecture like AutoSAR. Each component have their own life cycle and this gives a lot of baselines to keep track of.

When we detect an error in a product we start filling it against the product basline, but in the end it has to filed against a component baseline, but cause the bug was found in that component. 

In RTC normally the baseline a defect is filed against is coming from the Release attribute in "manage this project" area, but manually keep track of the baselines for all our components is a difficult.

I am unsure what the question is. https://www-01.ibm.com/support/knowledgecenter/SSYMRC_5.0.1/com.ibm.team.connector.scm.cc.doc/topics/t_import_mult_streams.html?lang=en talks about ClearCase import and there are also the CC synchronizer and the CC Bridge. Unless the question is more precise, I don't think we can come up with an answer.

Found in, typically is used against a manually entered value e.g. describing a milestone or against a release created from a build that also creates a snapshot to identify the code that went into it.

If you want a different way of "Filed against", you could specify a string attribute and perhaps use the http filtered value set to get values from an XML that you create from the baselines you are interested in.
