I know there is a time sheet feature in the Formal PM Template, how can I turn that on for the agile template?

You can follow the document https://jazz.net/help-dev/clm/topic/com.ibm.jazz.platform.doc/topics/t_customize_template_formal_features.html  section "4 Optional: Enable time tracking in default and task work items"

 Hello Tom,
you can not - Time Sheet feature is specific to the FPM Template
