We had asked DBAs to restore the DBs (of the Jazz tools RTC&RRC) from backup (in this case the PRD latest backup to clone PRD to DEV), surprised to find our request marked completed without any notification from DBAs to shutdown the app servers.

This question is just to make sure that it is not the case the DBAs know something we don't.

( don't know for sure what had been done or not done, but we have not got any newer data yet).

Please see: https://jazz.net/wiki/bin/view/Deployment/BackupCLM to understand that a backup restore does not only impact the databases. To do a real restore, you have to also restore index files. If the server is up you would run into file lock issues.

In general, when restoring a database of a server application I would assume you should shut the server down anyway.
