If it runs with server.startup but does not run at a service, it is almost always due to missing something in the steps described here: https://www-01.ibm.com/support/knowledgecenter/SSYMRC_5.0.0/com.ibm.jazz.install.doc/topics/t_run_rqm64_win_service.html?lang=en (or the respective help entry for your product).
Check the relative paths in the teamserver properties and make them absolute. Check the Java options Check the Virtual Machine settings Check the JAZZ_HOME (not JAVA_HOME) for typos and right location. |

What URL's and ports are you using?
Since you don't have the console when running Tomcat as a service, check the tomcat/logs/catalina.out file to see whether the all web applications have been deployed and started successfully and Tomcat is listening on the ports as appointed.
