Cannot create Satisfies linkages between Team Areas

Are team areas considered project areas by the code that allows the creation of links between artifacts? I know that creating Satisfies links between artifacts in different projects is not allowed, but does the same hold true for a single project area with multiple team areas that control different folders?

The setup:

  • single project area in RDNG 5.0
  • single configuration space
  • The configuration space has two workspaces
    • workspace A
    • workspace B with a flow target of workspace A and based on an A snapshot
  • All the requirements in workspace A are in subfolders underneath A_FOLDER.
  • workspace B contains a version of the A_FOLDER requirements from the creation snapshot
  • workspace B has requirements unique to B in a folder B_FOLDER
  • workspace A has no knowledge of B_FOLDER
  • A_FOLDER is owned by team Alpha
  • B_FOLDER is known by team Bravo.
  • Charles has an Analyst license
  • Charles is an Author on team Bravo
  • Charles is a Platform_Consumer and Commenter on team Alpha
  • Platform_Consumer has permissions to Create “Satisfied” links
  • Platform_Consumer has permissions to Create “Embeds” links
  • All the activities below take place in the workspace B context

The issue:

Charles can create Embeds links from requirements in B_FOLDER to requirements in A_FOLDER.

Charles cannot create Satisfies links from requirement in B_FOLDER to requirements in A_FOLDER, receiving instead an error:

ID CRRRW7558E  The message that follows…Unable to load https://host:9443/rm/links status: 403
