Is it possible to modify values in Priority filed in RTC work item

Hi,

In RTC, in manage project area, there is a link for Work Items where there is an option of configuring the Enumerations for work item attributes. I tried to modify the enumerated values for Priority attribute, but i get error that i do not have required permissions to save the porject area.

Can we change the values of Priority attibute and what role do we require for this.
