Link requirement to file (change set) in RTC SCM

I know that you can upload documents to RDNG / RRC which is helpful (and necessary) to elaborate in a specific requirement.

But how can I refer to a document which is versioned in RTC-SCM (and yes, there are good reasons why it is there)?

As far as I know, only WIs in RTC can link to a change set in SCM.

That is correct only RTC WIs can link to a change set in SCM, however you can link a requirement in RDNG to an RTC WI, using implements link, thus being able to see any related requirements to the work item and related changeset.
