Why does re-enabling e-mail notifications take hours to complete?

We had disabled email notifications while importing a large amount of data.  Re-enabled the notifications in JTS admin page hours ago and it has not completed yet.  Tried it again and it just duplicates the Active Services entry shown in JTS and still does not complete.  Sometimes we even have to do a stop/start of JTS to get this to take effect.  How can this be avoided?

I'm not aware of this issue, although I'm sure it shouldn't take that long. Generally, performance problems are difficult to debug, probably javacores will be needed to see what the process is doing for so long. I would therefore recommend that you open a PMR with IBM Support or a defect on jazz.net, if you don't have a support contract.
