In our environment I can create baselines for all of our components (20
components) in about 15-30 seconds. Windows tells me that I have 49000
files and 10000 folders on disk. (Some of that could be binary .class
files and generated files that are only on the local disk and not in the
baselines). But I hope that gives you a ballpark idea.

I think more importantly though are the savings that baselines get you in
your db (figure 4 in this blog).

The blog is refering to repository workspaces, but baseline-ing
configurations is a part of that.

We create and deliver baselines daily and I have never thought of them as
a performance impact against my daily work but rather I see them as
something that can save me potential headaches in the future.

Right click on a component in a workspace (e.g. in the Team Area
Navigator or the Pending Changes view), and select New->Baseline.

Cheers,
Geoff
