Why does saving one work item in the web UI causes other work items to show unsaved changes

I open work item number 1 and view it with no changes.  I then open work item number 2, apply a change and save it.  Work Item number 1 immediately shows as having unsaved changes.  Any work item that I have viewed in the single web session will show as "dirty" as soon as I make a change to another work item.  Very strange to me.

There were some defects prior to 4.0.3 that described similar behavior (like https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.workitem.viewWorkItem&id=269291).  If you're running 4.0, any plans to upgrade to a more recent release?
