Error creating synchronization rule

Hi,
We are developing a connector and when we deploy our plugin (external repository manager)and try to create external repository connection or a sync rule we get error "Not licensed for external connector defination" .
I have asigned all the required permissions to the user so it doesnt seems to be permissions issue.
Please help.

Synchronization configuration operations must be done by a user with a Developer license. If the user only has a Contributor license, then such operations will be denied.
