As a project manager, can I assign work allocation to my team members?

 I am working with an enterprise customer that has a large number of developers that often float from project to project. They also have a central HR/resource management team that is responsible for assigning team members to projects.

Today, it seems to me that assigning users'  work allocation % to different projects is done by the end user. The concern with this approach is that it is completely separate from the resource management team, and there is no way for them to ensure resources have been allocated correctly. I have seen enhancement requests for a central way for project managers to set these values, or integrate with other tools that manage this.

Is there a way today to do this today?

if you are jazzadmin user, you should be able to change work allocation.
