I apologize for my english :D.

First, You have run CMD.exe as Administrator.
Second, go to the JazzTeamServer/server. PE: cd "C:\Program Files\IBM\JazzTeamServer\server"
Finally, execute server.startup.bat and just wait it.

Ahh, If you want to stop it, just change the third step for server.shutdown.bat.
