Unable to use Jazz Server after upgrading M2A to M3.

JAZZ DEVELOPER
I currently cannot update or change any project on the server. I cannot create/update a Work Item. We have verified this with three users running Jazz M3. The server repository did upgrade without a problem. The current error is in the Team Adviser which is this:

Unexpected element "project-phase "

I have also created Defect 33375.
