Can you use Tracked By/Tracks Requirement to link RRC Modules to RTC Work Items?

I have a user who wants to create a Tracks Requirement link between a work item in RTC and a module in RRC. When you start in RTC, you can locate the module, but it's disabled and you cannot link it. When you start in RRC and open the module to make the link, Tracked By doesn't even show as an option. If you start on the Artifacts page in RRC, Tracked By is an option, but it's disabled (grayed out).
Should you be able to use Tracked By/Tracks Requirement link types between RTC work items and RRC modules?

No, the option to link a RRC module to a RTC work item using the tracked by link type should not be available. A requirement artifact (not a module) can use the tracked by link type to link to CCM.
