Scheduled builds on incoming changes
When using a scheduled build, I know there is a "Build only if there are changes accepted" under Jazz Source Control tab in Build Definition. Does this option actually include both incoming AND outgoing changes? If so, is there a way to kick off the definition when there are ONLY incoming changes?

far as I know, this is only about incoming changes.
